I'v been having a bit of trouble with my non ELS fleet. I'v used he NON-ELS Impala as my FBI Car for a while but wanted to swap it out for a crown vic. I tried both a lightbar and slicktop version of a police car (From different people) and the lights don't work. Most of the lights you can't see when the sirens on and they'll be one or two very dim lights randomely around the car. I don't know whats up.

And it's not the vehicle either, they work on noose slots.

can you post a video of the car in use in the FBI and Noose slots please? Might be its not optimized for the Fbi slot?

I think the FBI car has only 4 non-ELS slots, not the 7 or 8 of other cars.

By any chance, have you installed a modified carcols.dat file when installing these car mods? I know from experience that installing car mods that are optimized for slicktops, for example, include a modified carcols.dat file, which interferes with you later on if you decide to change the car to one with lightbars instead. Since you are seeing a similar problem, this is just one speculation that I can make about your problem.
