Place PeterUCallouts.dll inside of /Plugins/LSPDFR instead of /Plugins. That should fix the error.

That means that they are not Plugins, but callouts. They have to be placed inside of /Plugins/LSPDFR otherwise they won't run. To load them in, use LSPD First Response.

No. If something like Arrest Manager requires LSPDFR to run, it is not its own plugin. It's part of LSPDFR, like an optional piece that you can add in to LSPDFR.

No. If something requires LSPDFR to run, put it in the LSPDFR folder that's inside of your Plugins folder.

If you have a plugin that requires LSPDFR, then place it in that folder. I don't understand why this is so hard.

Anything placed in plugins/LSPDFR will be loaded by LSPDFR when going on duty. It will not show up in the RPH console or settings menu, and trying to load it through the console will result in an error.

if you dont have it try getting the LSPDFR+ plugin, for some reason i think i remember not having the /plugins/lspdfr  folder when i did not have that installed when i first began setting up the mod. I think that plugin is required for a few of the callouts or plugins but im not certain on that point, also ive seen a lot of plugins stop working with that last biker patch update so maybe take them out one by one by trying to delete a letter out of their extension name and see if you can figure out if its just a single unsupported one. The keep calm plugin doesnt seem to have an effect for me since this last update.
