I have tried both ways of installing the LSPDFR mod (manual and automatic) but both ways have the same result:

I run the rage plugin hook and initially it shows a window asking if i would like rage plugin hook to unblock the files that it needs to. I select yes and after that it goes away so i open rage plugin hook but nothing happens... absolutely nothing apart from a little loading circle on my mouse cursor but there is nothing appear on my screen or anything to do with rage plugin hook. I have also tried running it as admin but the exact same thing happens... nothing! As well as this i have tried running it as admin just after launching the game but still... nothing! I have absolutely no idea what to do now, i have posted on the steam forum and got the advice to come here so this is what i have done.

This sounds strange. Can you post a screenshot of the GTA V folder?

i have a few other mods such as native trainer and menyoo, the single player garage isnt in use at the moment but here it is

You can try to run the LSPDFR Troubleshooter and see if any errors show up. If it does, fix it. After you've done this, make sure to put the GTA V folder in the antivirus exceptions, and then run ragepluginhook.exe as administrator again.

You can find the user manual in your LSPDFR Download folder. If you still have questions after reading the User Documentation, review the LSPDFR FAQ; http://www.lcpdfr.com/forums/topic/51162-lspdfr-frequently-asked-questions/. 

Ensure you have a folder titled "LSPDFR" and "plugins" in your root directory. 

• The plugins folder should contain the following; 
  • LSPD First Response.dll
  • A folder titled "LSPDFR"

Ensure that you are running a supported version of LSPDFR. As of 2016-02-22 ONLY LSPDFR 0.3.1 is supported.

Make sure you have the latest version of the RagePluginHook (LSPDFR 0.3.1 ONLY includes RPH 36): http://ragepluginhook.net/ 

Please do so now and return to this topic when this is done and do the following;

• Give a clear, detailed description of the problem.
• Explain any circumstances surrounding the problem.
• State what solutions you have tried.
• State which version of the game you're using (Steam or Retail)
• Post the RagePluginHook.log in a spoiler tag (Please be courteous and only include the relevant information).
• Include as much information as possible.
• Post your system specifications. You need to meet the required system specifications for the mod to work properly. 
• Post what other mods you are using. 
• Post a screenshot of your GTA V Game directory. 
• Ensure that you are using up to date versions of every LSPDFR dependency and LSPDFR itself.
• Install these: https://www.microsoft.com/en-us/download/details.aspx?id=30653 , https://www.microsoft.com/en-us/download/details.aspx?id=30679 
• Make sure that the RPH and the plugin itself is loaded. 

 Failure to follow these instructions may result in topic closure. 

Also important that you run PlayGTAV before you start RagePluginHook  because you have an change it is load and install some new updates from GTA5 , but shutdown your anti virus and pc protection  before you use PlayGTAV you can find that in your Grand theft Auto V Folder.

Try to remove native trainer and menyoo before you use RPH 0.42 that is the stable one at the moment

Make sure you meet all of Rage's requirements. You know the screen that comes up with all the check marks? Any red check marks are requirements that you have not met, and must go ahead and meet.

Thank you everyone for the support, after trying the first suggestion by Razontex it turns out i needed framework 4.6 and after that everything worked perfect. Thank you again to you guys helping me out means alot :D
