If you installed mod files in the mods folder, like has been recommended for years now, this is literally impossible.
1. (I know it was tongue in cheek but) Rage stands for Rockstar.Advanced.Game.Engine ("plugin hook" is pretty self explanatory) the game engine that Rockstar created and that runs GTA.
2. It is no one in the community's fault that Rockstar are completely anti-modding and have constantly tried to shutdown mod creators and mod access at every opportunity they can. 
3. In that regard it makes sense why GTA V is worse than GTA IV - Rockstar have gotten more advanced and more anti-mod.
4. Everything we have in terms of modding Rockstar games is because amazing talented people have found smart workarounds to all the roadblocks Rockstar have put in place. 
 
This community is filled with amazing people who have dedicated so much time and effort for free to help ungrateful people like you time and time again.
Do you know why any of those troubleshooting steps are known? Because people like A Stranger (Head of the RPH discord and creator of the RPH faq(which has every known possible solution to the SlimDX error for example)), and many others, have spent years of their lives, thousands of hours of their free time, dedicated to helping people and finding solutions to the problems that come along with modding a game that does not want to be modded. 
 
I'm sure it's frustrating to try and solve such an annoying issue when you just wanna play the game. But don't take it out on the people who are the ones that are literally trying to help and have laid the groundwork for every troubleshooting step you have tried so far for this issue and every other known issue. 
 
In conclusion double check the RPH FAQ double check every step as everything known about that error is documented there.
 
P.s. when dealing with problems it's always good to be specific - For GTA V it's called LSDPFR not LCPDFR

To add to this and @Mrsuperx13's incredibly informative response; the SlimDX issue is a system-specific error.
Meaning that yes; it's an exception caused in RPH by your system.
 
The Antivirus scheme + the reinstallation of DX and system specific drivers has always seemed to work best.
It's not RPH, LSPD:FR or your mods. It's your system. And that is why it's so hard to diagnose. 
Everyone's system is different.
 
Therefor, please retry the steps in the RPH FAQ like mentioned above. 
As said all the way back in 2020:

When you say it doesn't work do you mean the EUP menu won't open, or clothing items won't spawn.

Do you have EUP Law and Order installed? It is separate then the EUP menu

Make sure you Anti Virus is disabled or an exception is allowed. 

Add an exception for RPH in windows defender or disable windows defender.

When loading rage try to remove the mods from the plugins folder and put them in another folder not in the game. If you’re able to load in, drag the mods back into the plugins folder and try to load the plugins through the console.

Make sure you follow them closely so you don’t mess anything else up 
 

The game did just update a week ago or so. So sometimes you have to make a new mods folder after that unfortunately. 

Sounds like your mods folder isn't getting initialized. 
That can be and has been a common issue for some user.

If there's anything you'd like to backup in your current mods folder, do so. Then start a new one.

Disable Game.Blips in your LSPDFR.ini located in GTAV/LSPDFR. Set the following to "true":
Main.DisableGameBlipHiding = true
 
Also disable Ambient.Cop Spawn in your LSPDFR.ini:
AmbientSpawn.MaxCopsInArea = 0
 
Remove in /plugins/LSPDFR:
686Callouts;
OfficerPorciPlugin;
PursuitPack;
UnitedCallouts
 
I recommend switching VocalDispatch with GrammarPolice. 
 
 

Don't add %temp% to your Antivirus exceptions! It can be a security risk.
Just add your GTAV-folder to Antivirus exceptions, and allow it on your Device if it pops up. 
 
Disable Defender before starting RPH, then enable it after it successfully hooked the game.

Try installing them in the latest Patchday (patch2023_01)
If you do not have it in your mods folder, use OpenIV to copy it into /mods or do it manually. (From GTAV/Update/x64/dlcpacks)

Then, make sure patch2023_01 is in dlclist.xml (mods/update/update.rpf/common/data).
If not, add the line.

Could have two roots.
1. Asiloader got corrupted. To fix this, delete asilaoder from OpenIV or your gamefolder (dinput8.dll) and then restart your PC. Once done, reinstall it from OpenIV and retry.
2. Second issue could be window tint. Make sure that it's set to "white" in the vehicles.meta, not only the Trainer. 

It should look like this:
<diffuseTint value="0x00FFFFFF" />

For EPIC Games you will need to start Grand Theft Auto V first, then RAGEPluginHook. 

Go to GTAV/LSPDFR -> LSPDFR.ini and disable game.blips
Main.DisableGameBlipHiding = true
 
Then, move RAGENativeUI from /Plugins/LSPDFR to your GTAV main folder. It does not belong where you currently installed it.

You have an invalid vehicle.
Rename mods to _mods. 

Cogeco seems to be one that's cropping up, if that helps. I've reached out to some others but have yet to receive a response.

So a few of our Canadian Members on our server are having issues downloading LSPDFR. They click the force download button after the page loads and still nothing happens.

As an addition, the CSS isn't loading for them.

I feel like, in most cases, if the newest post at the top doesn't have the context you need, you would just scroll down a few posts to get the context. Instead of having to go all the way to the bottom or last page and then scroll up to find the context, it is served to you near the top on a hot steamy platter.

This would be lovely for the Support Threads. And I believe was suggested before.

Tbf, that same confusion happens with the current system. I have been going through threads helping people only to realize someone that had an issue wasnt even the original poster. Either way, the issue of people hijacking threads cant ever be negated. 

It would best fit for Support Threads. Everywhere else wouldn't make sense.

I have since edited my original post as it was brought up to me by that friend that I misinterpreted what they said. That being said, I would still, personally, like to see threads done the same way as well. So the most relevant info is near the top and readily available.
