Should the files be placed in the Grand Theft Auto IV folder or the GTAIV folder?

GTAIV, btw...if you place the diagnostic in the folder with the gta files...it should find it and are you using Left Alt+p?

Sorry but that isn't true. It doesn't matter where the diagnostics tool is placed.

Yes I am using left alt. It won't even let me download .91. Idk what to do now.

Actually Tom, 90% of the time, yes it doesn't matter, Sometimes it fails to detect anything, this happened to me a few dozen times, dropped it in the GTAiv folder, and what do you know..detected everything

No your antivirus should have nothing to do with anything unless it detected the installer as a threat, would you mind runnign the diagnostic again to be sure everything is installed correctly after you installed c++2010 (x86)?

well it figures. i am part of that 10%. The tool is unreliable anyway because it didnt even detect visuall c++ 2010 before. I know i have it installed because i can uninstall it through the control panel. I would not even be able to install the mod without it. I have successfully installed LCPDFR .91. I have also installed Visual C++ 2010 Redistributable. The diagnostics tool did not pick it up however. I am running as administrator and making sure the files are not read only. Here is the diagnostics report. If any of you guys know why the Visual C++ 2010 is not being detected, please let me know. EDIT2: .95 works but for some reason i cannot pull anyone over or call for backup. why might this be. where can i find a list of keys?

ok. i figured out what the problem was. but now i still cant pull anyone over. i turn my lights on, i get out and they drive away. no red marker next to their door. this does not trigger a persuit,

did you try hitting SHIFT?

everything works now. thank you for all of your support. one last question. Where can I get weapons for lcpdfr? Like the taser and stuff?
