The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Didn't you create a topic already for a similar, if not identical problem, here?

Just scale all your settings related to anti-aliasing up, and set your game resolution to your screen resolution. Make sure anti-aliasing options are also enabled in your Nvidia panel. There's no magic trick

I agree with Hystery. In the other topic he mentioned turning up MSAA and FXAA, you said you did and it didn't fix the problem, except here your settings clearly say that you don't have any antialiasing on. 

For my settings I use 2xMSAA and turn TXAA to on.
