Does somebody know how to make the swat ped wear the helmet all the time he spawns?

In LSPDFR Backup? I tought they already spawn evertime with helmet in vanilla game

Use this line: <Ped prop_head="0" comp_decals="0">s_m_y_swat_01</Ped>

(for those interested, the prop_head bit makes the helmet spawn, the comp_decals bit prevents the ped from spawning with FIB markings)

If you mean in LSPDFR, the above answer should suffice (though I think there are issues in general where some peds lose their headgear in vehicles).

If you mean in general, all settings related to ped prop and component spawning are all most likely locked away in the ped ymt files, which we still cannot modify until the OpenIV team gets past the encryption on the files and pushes that feature out to the community.
