Does anyone know how I can consistently launch GTAV through RPH and have it automatically set to "Real-Time" 

Right now I have to alt-ctrl-del out of the game and manually set priority to Real Time via task manager. I have seen ways online to make the game launch through making a .bat file and launching through that but I want to launch through RPH and play LSPDFR. I'm using the STEAM version by the way.

I have a .bat file that launches the game through RPH, waits 90 seconds then sets the priorities, all you need to do is save it as a .bat and change the directory to wherever your GTA 5 installation is

start /d "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V" RAGEPluginHook.exe
timeout 90
wmic process where name="GTA5.exe" CALL setpriority "high priority"
wmic process where name="gtavlauncher.exe" CALL setpriority "idle"

There's absolutely no need to change the priority of the process, doing so can cause damage to your system or unexpected results. I highly advice against it.

This has nothing to do with what the OP is asking. He is wondering how to change the process priority of GTA.

If he has problem with resources being wrongly allowed by his system, increasing the priority level can help. However, the real time priority level is indeed not advisable, but high priority level is perfectly acceptable.

I used to set it as High Priority but when I set it to Real-Time I thought it fixed my issue but I'm having it again. It's texture popping but my computer is running at a smooth 60FPS with most settings set to ultra. It's just that my textures are not loading in or disappearing/behaving badly. 

It's installed on my HD and not my SSD but does that matter? Any other suggestions is appreciated.

Here is an example. Like no textures at all.

Than here you can see the bridge is missing half it's parts and the desert on the right is also textureless.

Sometimes I can go awhile without any texture issues, sometimes they happen immediately. Some other examples:
