Do you have the steam version or the retail version? If you have steam, you could just copy and paste the whole directory (or just the modded files) and then verify the game files after. If you have retail, I have no clue

Go to your main GTA 5 directory, open the commandline.txt file, and remove the -goStraightToMP/-StraightIntoFreemode tags

For the backup, you can go into backup.xml to the <StatePatrol> section, and change every <Vehicle>policeb</Vehicle> line there to <Vehicle livery="#">policeb</Vehicle>, # being the livery number
