Can someone please tell me what mod or script or whatever it is to make the lights glowing like in the image (not my image)

That makes sense! I thought it looked like GTA IV but then I seen the San Andreas licence plate and just assumed it was V. My apologies for the misunderstanding. 

So is there anything for gta 4?

ELS. You need toput in ELS configs though if you want certain patterns. Also to get your game to look like that you need an ENB.
