It would be really nice if the INI file had keybinding options for all the LSPDFR interactions - backup, radio menu, arrest interaction, etc. For most cases the defaults make sense, but there are times when it would be desirable to change the keybindings - for example, left-handed players, or to allow different plugins to use those keys. It should be easy enough to implement; almost every plugin/mod has an option in the INI file to change the keybindings. 

Yes please, im a bit anoyed that i have to use shift key to pull someone over when im driving and thats cause i use xbox controller to drive.

Also, why cant we arrest people with other keys than E? :/ Again, i like to use controller for it.

Not sure what you are talking about but...

• Button A to perform a traffic stop
• DPad right to arrest people

Source: I play with an xbox controller

 

Now, concerning keybindings configuration, I would like to have it as well (I don't like the binding on A, since when I navigate through menus, it blips everycar nearby). 
IIRC, devs said they will add that option eventually

We had it in LCPDFR and it will return, but I can't say when.
