You have to make it yourself, its well explained in the video tutorial.

I installed it but no skin contorl shows that there are 1 billion different chocies for mother and father and the only hair color that shows is green anyone know how to fix

@WarStrikeWolf117 @Chowderpizza Open your mods folder (if you have it) then go to update/update.rpf/common/data/dlclist.xml and check to see if you have the line <Item>dlcpacks:\eup\</Item> in there somewhere. If you installed the Winter and Tactical addons, you should also have <Item>dlcpacks:\eupwinter\</Item> and <Item>dlcpacks:\euptactical\</Item>.

@mombo2811 You need to create the mods folder yourself.

I have tried to install the EUP like 4 times and I have the EUP menu in the game but when i click F11 and I turn into the character the Main Apparel is locked and it says like "you do not have the EUP installed". I cant figure out how to install them so i can have the hoodie and all that just to give a example. I also cant get the other add-ons to install please make a video on how to install all the add-ons and the EUP. If you cant please tell me how. God Bless. I saw FTM do a video on it and I was like I need it but it wont work lol. Thanks!!!!!

i do have that but it still wont detect the add-on

@THP Then try opening the menu and browsing through the hats in accessories. If all the hats appear correctly (ex. LSSD cap is a green cap with the LSSD logo on it), it is indeed an issue with the menu. If they don't, it is an issue with your installation.

@mombo2811 Doesn't matter. You can do it in OpenIV or Windows Explorer.

this is just confusing lol I have skin controller and evrything else i need to run the mod but idk how to install it with OpenIV

Create the 'mods' folder as stated. In OpenIV go to tools -> ASI Loader, install everything it wants for the .ASI loaders. Copy your update.rpf to \mods\update\update.rpf. Then make sure you have mods\update\x64\dlcpacks and copy the EUP dlcpack folders to there. 

With 7.0 the .zip is actually a package installer, so you can just go Tools -> package installer and select the .zip once your mods folder is setup as above.

 @PieRGudI could get the Tactical and the Winter one to work but not at the same time which is strange. But i still cant get the Main apparel to work, which is the one i care about the most.

@THP Yeah, that is pretty strange. If your dlclist.xml looks fine and eup, eupwinter, and euptactical are in the dlcpacks folder, it should work.

Hey, none of the NPCs have your fancy new uniforms, I have Realism Dispatch, so I don't know what went wrong.

 

I installed EUP, and RDE, with the package installer.

 

Also, shiny Sheriff hats? They look like their made of plastic for some reason.

Sorry, I don't think I explained my issue properly. The mod is installed right, but the thing is that all of the new content added in 7.0, such as the neck badges and traffic vests are still the default GTA V clothing. However, all the content from previous versions like 6.0 works fine, such as the uniforms and ranks. It's just the new stuff like the PIA vest, neck badges, pilot suits, etc. that are still default GTA V clothing.

I see the mods folder but where do i put the files that i got from the download

Just wanted to say I installed this update and its beyond incredible!!! I was able to do my first legit bicycle patrol!!
