    It isn't, all of the police scanner audio files are for exactly that, the police scanner.

    I believe all speech, including the "kiflom" is hard coded.

     

    It's also a generic audio snippet rather than for the cops specifically so you'd need to browse pretty much every folder in openiv to find it. Good luck lol.

    It's located in X64,

    Audio,

    SFX,

    S_FULL_SER.rpf,

    and inside the officer audio files as 0x0C0BFD68
