The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

That would most likely be because the First person function was only meant to be played with the three main characters, using anyone else (any NPC ped) may cause glitches and bugs.

Indeed, this. It's not really a glitch at all.
