thats not alot of money, I build myself a pc for 800 $ and it runs it just fine but I wouldnt go under 700 $

You most likely can't get a computer that can run GTA V at that price, i'd save up more money.. you'll need atleast $500 to get a PC that can run GTA V on medium settings.

Nope, sorry.

Because of the dual core CPU, you would get massive texture loss and lag spikes. The GPU is also very weak. For GTA V, I recommend (at least a 6 core CPU for AMD (AMD FX 6300) or at least a 4 core Intel CPU, which is powerful enough (i5 4460) a Just answer one question (So I can arrange something for you) do you have the time/money to build a PC? (There are great youtuber clips that cover everythingm even minor upgrades) or do you want a prebuilt?

Overall, you will need to save a lot more money. What Kirygaya and CouthInk4 said is correct.
