Since we can easily go on buses, trains, etc why not a call about someone not paying for a bus fare and refusing to leave bus? or a conflict/fight on the bus/train?

how about a hostage on a bus/train?

 

someone setting the bus/train on fire?

 

There could be a lot of variation as well within these calls.

Nope, the radio voices are split into pieces, so you can pretty much (if there is an audio file for buses) create and audio for this pretty simple - unit - location - callout. Creating these callouts wouldn't exactly be an issue, it's just needs to be interesting enough for someone to make it a plugin callout. 

As the mod evolves, more and more will be possible and hopefully, there will be a few more developers for callout modifications.
I do honestly like these simple types of callouts though, because it reflects what the police actually do.

Another cool call, I thought would be like a noise complaint, something I imagine officers respond to a lot, and you have to talk to these drunk people outside of a residence and ask them to turn it down, and they could comply, run, or fight you. That would be interesting.

Here's an obvious callout, responding as a backup cruiser to a traffic stop. I can kind of get my fix with finkones police radio, but this call would be a nice addition :)
