The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Had a really funny bug a few minutes ago. As usual, I went on duty in the Sandy Shores LSSD station, but this time it all glitched. I still got a cop ped and a car, but was unable to pull anyone over and all script commands were unavailable. And... I heard loud gunfire coming from the sheriff's office. I approached and saw... This. My own character lived his own life and was shooting at the cops and at me too. I was unable to hit him though.

My default character is Franklin too, but he stays calm when I go on duty and tries to stand straight. But once he just ran away with screams when I accidentally (yes, yes, accidentally) shoot in the air.

You mean the main character always stands nearby while I'm on duty? Never noticed that until he started shooting at cops lol.
