Please use the search feature before posting, this issue has been resolved many times before.

Make sure your GTA directories are not readonly, especially the COMMON/DATA folder

Also ensure you are running the installer as an administrator.

This has been addresses hundreds of times before; you could have searched or bothered to read the freaking troubleshooter!

Make sure your GTA folders (and all subfolders) are NOT read-only.
