I'm gonna guess that it's distance based. So if a 'police ped' is close enough, you won't actually see the hooker get in the vehicle with the john (as you clearly did), whereas if you're playing a story char, they don't seem to care.

Prostitutes won't get into cars when police are around. I grabbed a peds vehicle and tried to pick up a prostitute while on duty. a popup appears and says they won't get into cars when police are near.......

The only place I ever see prostitutes get into cars is right beside the police station in Los Santos near the liquor store.

I wonder if somebody could edit the coding so they'll work when police are around. I've been wanting to do a prostitution sting for awhile...

i saw a drunken driver event picking up prostitute in the middle of roder,he speeded up end i put siren on,just to catch them in next street alley,she was giving head,i then asked them to leave the car.She ran off,i arested the guy

I haven't caught the prostitute in the act. However, I have nabbed them getting into vehicles with John's at least half a dozen times all over. Downtown Los Santos not too far from the jail is a hot spot. But I also had incidents in Paleto Bay and Sandy Shores. No sting, I'll just be coming down the street and see what's going on. I black out the headlights, wait for the girl to enter the vehicle, and move in. The car usually makes a bunch of traffic infractions trying to get out of the area fast. I light them up. The girl hops out the car as soon as it stops. The guy rarely sticks around too. So I have to make a decision to either arrest the hooker or the John. I usually go with the John. I have a bunch of traffic violations to take him down on. I don't need solicitation.

I did manage to get both the prostitute and John on one occasion. Got some drugs out of it as well.

I recall prostitution enforcement was one of the most hilarious activities back in Liberty City. I had girls with semi-automatic pistols, men with felony warrants, hot pursuits, shootouts, and all starting with a girl entering a john's vehicle... In LSPDFR I've seen them entering clients' cars in Paleto bay, on the main road (on a highway, essentially), but never saw the actual act.
