Has anyone else noticed ELS for IV was renamed to ELS IV?

Is the hype real?

Or maybe it was changed so newcomers are not confused thinking the mod is made for GTA V.

Possibly but I since ELS has dropped in popularity (Obviously due to GTA Vs release) you have to navigate to the GTA IV section to get the file since its no longer on the featured in the downloads section. So.

Bxbugs and LtCaine are friends (From what I hear) That light-bar doesn't look default to me (It might be default hard to see from glare/shadows)

That vehicle was a conversion.. so i think the lightbar was from GTA IV and Bugs re-mapped it to use the GTA V LED lighting system. Not too sure, i know someone else was modifying the lightbars to look different and what not.
