I tried searching for how to install these files but it says nothing can be found...So I was wondering how does one install these png files as to install this one here

Open your Sparks IV application and go to your vehicles like you would to replace it...find the car police, police2, noose whichever select the first fil it will say textures to the righ click edit import the skin save and close rebuild, save, export and wala ther ya go :)

I think he meant scroll down to the bottom on the left side, (when you press browse) then you'll see "models > cdimages, click on it, then you'll see vehicles.img.

I opened up Sparks IV and then I cant seem to find the Vehicles Tab????

You need OpenIV, Spark IV is not the way to go when importing png files. Get OpenIV, click edit on the tool bar and you will be able to edit the wtd file. Look for police.sign.dds or sometimes it maybe cvpi.sign.dds and import your png to those files, click save and your done.

How come the files cant already be in the format like all the other cop car ones??? Why do they have to make them so difficult to install these dang things...The other way was a hell of a lot easier when ya just drop it and import it with the wft and wtd files already there for you to import

alright with the screen shot you gave go to the vehicles.img and then click edit

go to the vehicle you want to add the texture to and click on the .wtd fil beside it will say yes(Texture) click it and then hit edit

go to the skin you want to replace and click it once so its highlighted and then hit import and find your texture

it should after about 2 seconds show the skin pop up click save and close and when it goes back to the screen where you selected the .wtd file click save again

then you will wind up on the screen you started on click export and replace the vehicles file that exports in your GTAIV>pc>cdimages

A skin file for a CVPI can be used on any CVPI. That's why it's not released as a wtd: wtds are EXTREMELY model-specific, which is fine for civilian cars (for which there is no interesting paintjob normally). For police cars, the texture is much more important; using .pngs lets you mix and match.

How do you know what file to replace For say you wanna use the Oakland County Charger car, what file do you replace it with on the files on the right??

Replace police_sign_n, where n is a number from 1 to 4. If you enable car liveries, it will randomly choose one of those 4 textures whenever it spawns. If you don't, it will just choose police_sign_1.
