The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

According to the ragehook forums they are done with the steam version of the game. They are waiting to dump the disk version. They said it'll be out within a few hours.....

I guess all the junk they put in to the game to mess up mods caused the frame drops lol. So they removed some of the junk. That's what the update was...

    Hey, let the man live in his fantasy word that Rockstar is always out to get modders. Clearly mods breaking after a patch isn't something that is universal in the world of gaming.
