The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yeah, you need to hold down E for I guess 2 seconds, and it zooms in on them, my only problem is that everyone in a small radius will look at me, guess you can check them too.

I also have this issue. When I first start the game, everything works perfectly, but after I take a few calls, or pull some people over I can't interact with pedestrians, or order people out of vehicles at all. When I try to go off and on duty, I'm stuck in the "character selector" screen, and can't choose or go back.

And yes I did read the manual and FAQ, I think I'm doing everything right.

 

EDIT: It seems that once the AI cops arrest a person, and don't take them to the car, the game starts bugging out and we can't interact with peds anymore.

Not sure about the other stuff but the AI cops leave and a few about 30sec - 1 min later another squad car shows up and picks em up.  You will not be able to interact once the cpu AI is involved but even if they start to glitch out it will sort itself out when the transport unit arrives.
