I made a fresh install of gta iv and the securom thing does nothing for like 5 seconds, stops at 30% and fails. I activated it manually and it does nothing

Did the lag start after the recent update, or has it always been like that? Every 5 seconds i get about half a second of lag. Very frustrating.

Both updates, but that's a different problem

You'll have to contact the SecuROM support or the Rockstar Support regarding this. 

I've been having the same exact problem when I just re-installed it a few days ago. I've tried everything that you have and I can't get it to work. I opened up a rockstar support ticket earlier today so I'll let you know how that goes.

If you really want to, I suggest making a support ticket yourself.

You could try that if you want to purchase the game again.
