In LSPDFR you should be able to respond to a rebelous juvenile, release them to parents and/or book then to juvenile hall.

I'm highly sure there are no children peds

I'm actually 100% sure - name one time you've seen a child in Los Santos in GTA V

I guess you could argue Micheal/Michael? (forget the actual spelling of his name), Son and Daughter could be "children" using that very loosely. I don't know if it ever specified what their age was, but in regards to their overall maturity they act a lot like young "rebellious" teens. And they seem to look a lot younger in comparison to a lot of the other GTA V characters and pedestrians. 

 

Outside of that, I don't think there is a single pedestrian that resembles a young offender in the making. I suppose you could take some of the youngest looking pedestrians and use them as the base for the juvenile callout, but that seems like a far stretch and perhaps too much work for a callout.

I don't think you'll ever find children in vanilla GTA purely because of the 'graphic' nature of the game
