The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Probably another mod. There is no such thing in LSPDFR.

Found it! Its part of the Improved spotlight mod and led lighting 2.0

It triggers when you open the door, or enable it with a mod, such as the Simple Trainer by Sjaak327.

This isn't related to LSPDFR though and therefore in the wrong section.
