The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The Rage Plugin Hook doesn't work in Online. This is intended, as we do not condone modding in GTA Online. ScriptHookV crashes when you load up online due to the same reason. 

So really you have no way of playing with mods in Online, except for a few cracked and modified ScriptHookV versions. But these will, and I give you my promise on that, get you banned sooner or later. If I was you, I wouldn't even try.
