I know it's awesome to use the police computer to look up people during traffic stops and everything but why can't we use the radio to look up the person or have the option too?

Because the idea hasn't been implemented yet. Features like this need so much coding.

Assuming you want Police, press F3 to open the SNT menu, go to "Car Spawning," and scroll through the pages until you see the vehicle called "Police." Then simply press enter on its name and it will spawn with you in it.
