I'm no genius but it just doesn't seem that difficult to do some changes that would make the lights go on without the siren .

For Rockstar, implementing that is too hard for them.

Rockstar *did* implement it (when cops get out of their cars with the lights on, the lights stay on and the siren turns off). They just didn't expose it because they really don't care that much.

According to Sam, LSPDFR might include that.

Been waiting for somthing to come out with code 2 in it.I hate how its all or nothing right now with the sirens.

That is very possible. It was actually done for consoles, but not for PC yet. Just a matter of time before a mod like that comes out
