Please include what vehicle you are using, the ELS version, ENB, etc. You need to be a little more descriptive before anyone can help you.

No ENB

Not having an ENB is really going to not have a good look at all for ELS. I mean if you want good looking ELS lights you need a good MODEL and ENB. You could have an amazing ENB and a poorly made car and it wouldn't make it look like a car made by someone like * cough BlackJesus cough *. But yeah seriously it is dependant on the model too. I recommend trying to find some ENB you can run if you can't live without this model.

It isn't that, if you see the attached picture you will notice that my problem is the flashing lights themselves concluding that the x,y,z variations may be different than the default_config.

Again that looks like a poorly made model. It seems pretty convincing that the model itself is causing problems.

Thank you I will be sure to remove the model from my game. Do you know of a some-what low poly ELS ladder that looks better than this but is made better as well?

No, those coordinates are for the environment effects. They have nothing to do with the placement of the lights -- that's a model issue that can only be fixed in zmodeler. You would have to have access to an unlocked version of the model to fix it.

I assumed it was something along these lines

It's not about whether you have an ENB nor it's a graphical problem either. It's a problem with the model itself (As willpv23 stated above) on how the ELS extras are setup. I had the same problem on my own vehicle mod.

I'd say go to your visual.dat settings and look at  car.emmisive.lights default or what ever it is and tone it down a notch. Personally that's exactly what it looks like when I crank mine all the way to like 150 lol. If you need any help PM me.
