Firetruck: Ctrl+F

Noose: Alt+N

Force Duty: I personally just type 'forceduty' into the console after pressing Alt+P

 

ELS

Menu: Ctrl+M

Primary Scrolling: U

Secondary Scrolling: I

Warning Light Scrolling: O

 

As for the siren, I believe you must be on Light Stage 3 to press G.

I've attached an image that'll help you understand your ELS settings ini file a little better.

You have to be in Light Stage 3 in order to activate your siren. You can go "Woop Wooooop" in any stage with your "Horn_Manu" key setting.

CPR... I never understood LCPDFR CPR... Some people say there's a key for it, some don't, personally I've never found one.

It was in 0.91 and 0.95 I believe, in 1.0 it was removed.

Are the els keys for els 7and 8? How do you get to the console in game?
