InkScape is a free vector software which I have used to make all of my skins. Bunch of tutorials on how to use it on YouTube, not really that difficult anyway. Once you're done making your designs, you can use GIMP 2.0 (also free) and just copy your designs over onto a car template and arrange it how you like with the tools there.

 

Tip for GIMP: you can only save images as .xcf's, which are like Photoshop .psd's (basically keeps the layers intact for editing later on). If you want to make a .png or any other file type, you have to export your image.

Thanks man! I've never even heard of it but it sounds interesting :)

Practice like hell and don't release any of your early work. Sounds harsh yes, but your first few projects are more than likely going to be terrible. I know mine sure were. Have someone weigh in their honest thoughts first (you're welcome to message me for my opinion) if you're content on releasing. 

 

In regards to practicing, try recreating real life department liveries before moving to fictional liveries. I always found that to be easier.
