I downloaded a car based off of California, and I understand they have a steady burn red light. However this car both red and blue are steady burns and the grille lights also are. Is there anyway to disable that so they flash?

When you downloaded it in the folder placed what is named "ELS"? Or you tried change the siren type with "U", "O" , "I" ?

There was no custom ELS that I remember seeing. But here is the exact vehicle I am talking about.

ELS operates based off of the names of the textures.  So, the flash pattern would have to be configured to whatever zone your desired light is in. So, if your light was extra_1, you would use a steady burn pattern for LSTG_3.
