Hello everyone recently ive been wanting to make models for gta iv. So to make the story short i was wondering if someone could supply me with links to the stuff i need to start modding vehicles.

Depending on what you want to do, all of these things could come in handy. "Modding" is a pretty general thing to say, so hopefully one of these programs will point you in the right direction.
