I don't have the Diagnostics option any where it seems in my LCPDFR files and I need it to fix my Loading error thingi.

Are you looking for the diagnostic tools?

It should be located in the LCPDFR folder.

During automatic installation, did you make sure you were installing to the right directory?

I think so I did the (x86) then steam steamapps then gtaiv

There's your problem.

Steam installs GTA4 to ...steamapps/common/Grand Theft Auto IV/GTAIV
