Intense Frame rate drops

Every 30 seconds the game's frame rate will just drop to a point were I can't control the character.  10 seconds later it's normal.  This appears to happen during transitioning from day to night.  Also, I just upgraded a GPU if that helps

 

Make sure you aren't using a crack -check
Update GTA IV to 1.0.7.0 (the latest version of the game, or 1.1.2.0 for EFLC) - check
Make sure that you run the game as an administrator.-check 
Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only"-check
Ensure that ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder-check
Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder.-check
Ensure that you are using up to date versions of every LCPDFR dependency and LCPDFR itself.-check
Install these: .Net Framework 4.5, Microsoft Visual C++ Redist 2012-check
 
I also have no other mods installed.

I also had this (still kind of do). I managed to reduce the frequency of the lag spikes by making a commandline.txt, with the text -avaliblevidmem 30, in my gta iv root folder. If it doesn't work try changing the number. Hope this helps my friend.

Should I increase the number or decrease it?

As I don't have a complete understanding of how commandlines work i will have to refer you to a website https://support.rockstargames.com/hc/en-us/articles/200145206-Issues-with-GTA-IV-showing-video-cards-with-over-2GB-as-under-spec.

 

I also upgraded my GPU and started experiencing this problem, so out of curiosity, what Gpu did you upgrade too?
