After a fresh install of GTAIV with the latest patch (1.0.7.0), I ran the game with no modifications what so ever and it ran fine. After the install of the vehicle and script mods, I then re-started the game. It loaded up until just before going into game. The game would not go into single player, it would just load, but not crash as it were "stuck". So, after reading some of the log, I tried using the script hook files from ELS V8, then loaded the game. The game went into single player just fine and ELS worked great, but the "An error occurred with LCPDFR..." window would appear. So, I think it could be a competitive script hook in the mix. I'm not too familiar with how this works but this is what I found. Attached are the log files AFTER using the script hook files from ELS V8.

- ELS V8

- ALPR

- Door Ajar Chime Mod

- vdH Police Helper

- PSS Speed Radar Mod

ELS v8 ships with an outdated version of AdvancedHook.dll.

Copy the latest 'AdvancedHook.dll' from the manual installation package of 1.0d Hotfix 1 to your GTA root folder.

I should have updated my topic, but when I updated the AdvancedHook.dll and deleted the outdated stuff, I ran the diagnostics and it said there was no error and it was running correctly. So, I ran the game and it loaded just fine. Both ELS and LCPDFR were working side by side. I did notice that the text for the callouts seemed larger and it almost was like it was reading a script wrong somewhere. I'll take a Screen Shot next time I see it. Although, I did get errors after fixing the scripthooks and they are attached.

Is Advancedhook the only file that needs to be re-overwritten if that makes sense? Can I drag and drop everything else from the ELS folder into 1.0d HF1 without issues?

It is the main issue, yes, but I would suggest you to keep all of the files that LCPDFR installs (when copying over ELS, the only file you should "Copy and replace" is visualsettings.dat in the common folder - do not copy anything else if it replaces something).

All good now. Did a full reinstall and that seemed to fix any issues. Runs like a dream now :)
