When I try to download Bugs's cvpi to use for making a car I am propted with a bulletin message that I can not access the page. http://gtapolicemods.com/downloads.php?do=file&id=1258 ,

Its either locked or the link is broken. I noticed that post was three or four years old so who knows if its still working.

Maybe check out his YouTube videos and find a newer one with that car and see if he posted a new link. Hopefully you will find something suitable :D

Works fine for me. I remember Bugs telling me years ago that you needed to be signed up to download things from GPM. Then again, that was more than 5 years ago.
