Grand Theft Auto IV/GTAIV/common/data and look for the file named handling.dat.  Remember to make a backup copy before you mess with it.

    The stockade handling line is for all of the stockades; that includes the Police Stockade, NOoSE Stockade, and the Gruppe6 Stockade.
