yea he didnt put it in the readme or in the file page

That's weird. It works perfectly fine on my end. Anyway I believe this is a rare bug, where some people might experience this bouncy suspension.

I've seen this once on smokey's 1993 Ford Mustang SVT Cobra R. While it worked fine for me and smokey too, there was some1 who had this bug. He even made a video about it, but I can't seem to find it. I see your game is lagging a bit, can you try the handling on very low settings, where you might get better fps. No need to upload a video, just check if it works properly. I think it might be because of that. (although not sure)

i also added L1's as he author never did that and may have screwed something up by accident

Well not very much as I don't have GTA IV / EFLC installed, however I've made the handling that SkylineGTR included in the Readme. I don't know why it's only 1200 kgs, but everything else seems to be fine. Have you tried that one?

Can you make a handling line for this 2014 Charger? I have tried the other ones you have posted and they work alright but it spins when you give it a little gas and turning like in a chase and causes it to just spin out. If you could fine tune one for it I would appreciate it. I had left a comment on the file page asking if they had one and haven't heard back from them. Well sorry to say but my handlings are supposed to be realistic. So if you give full throttle for a 370 hp, RWD car it's gonna oversteer. Either learn to control it, or I suggest using a different handling maybe.

hey Sgt im new to this site's forums but i been downloading many mods on gta iv for the past 7 for lcpdfr but one mod comes to mind ..BritishPoliceMods '14 ford Fusion ..i used your handling line that you posted a while back and when i copied and replaced its original line... it's still for some reason bouncing and flipping over as if the handling never changed can you or someone whos reading this please help me out here with a more accurate ford fusion handling line or a solution to help me fix this problem please i would appreciate it thank you

Sorry not really. Haven't played GTA for a while, but feel free to try the charger handlings in this thread. I believe I made a 2015 charger handling, if the car rolls over, you should try adjusting the center of mass on the Z axis. More detailed info about that here:
