Here's some more progress.  I really apologize for my slowness, I'm a 6-class engineering student with 2 jobs, so I don't have as much spare time as I'd like.  Anyhow, I'm almost done, and I might even be done tonight.

Ok, I understand you cause my friend is in a bit similar situation. I really appreciate your determination to help this project and I don't care about the time this work takes (I can wait for a long time, heh).

    Actually, I would change them to say

     

                                                                 Port Authority

                                                              Police Department

     

    In a smaller font so that the two lines take up as much vertical space as the larger letters did.  Also, could you do the same to the runway fire station?  At New York-area airports, the PAPD is responsible for ARFF duties, and has their own "fire stations" like the pic I've attached.
