I had the same error, but luckily I had another copy of GTA IV. Just download from this link: https://www.mediafire.com/?o8444lllguayti4and just paste savegame.fr in your GTA IV directory and it should work.

Police Officer Michael Johnson was shot and killed as he and other officers responded to a suicide threat at an apartment in the 2600 block of Senter Road shortly after 6:40 pm.

A friend of the subject in the apartment had called police and stated the man was drunk and was possibly having thoughts of hurting himself. As officers approached the building the man stepped onto the balcony and opened fire without warning, fatally wounding Officer Johnson. Other officers returned fire and provided aid to Officer Johnson.

The subject was found dead on his balcony at approximately 3:30 am after the SWAT team's robot made entry into the apartment.

Officer Johnson had served with the San Jose Police Department for 14 years.

Hi everyone! I'm presenting you my own work called as this topic name.
I thought it would be great if FIA was LCPA juresdiction (like the real JFK airport in NYC and PA of NJ&NY). The nearest police station fits perfectly my story.
Changed:
Door file in mo_lcpdstation.wdr archive; LCPD logo & signs in am_ap_corporate.wtd archive; LCPD signs [3d] to LCPA [3d] in et_ap_lcpdsign01.wdr archive. I'm newbie in redesigning in 3ds MAX so that all LCPA signs [3d] has white colour. [if you want, you may help me - just write PM]
Known bug: from a distance of arond 50 metres you will see not replaced objects, but they disappear if you go further.

Just reinstall LCPDFR or repleace  AdvancedHook.dll, ScriptHook.dll, and dsound.dll if your not using xlive.dll from the manually install. It should work after you have done this.

Try reinstalling LCPDFR or you can try ust repleace AdvancedHook.dll and ScriptHook.dll from LCDPFR Manually install. Plus remember you have installed both .Net Framework 4.5 & Microsoft Visual C++ Redist 2012 !

I can run Cryenb 2.0 on very low preset, in-menu texture settings on high (and the rest on medium-low), HD road textures and get 20-30fps consistently, and it still looks damn good. I'm using a laptop ATM because i'm in the process of building a new PC. Specs below:
 
Intel core i5 3210M @2.50ghz ("overclocked" to 3.00ghz using Throttlestop)
4gb ram (although I would upgrade but I need money for PC parts)
AMD Radeon 7600 series graphics card
 
With your setup, I recommend putting your ENB settings down. There is no magical secret to getting FPS, and you cannot upgrade anything in your laptop except RAM and Hard drive. 
 
Also the fact you have inbuilt graphics means you can't expect to play with that ENB and get 30fps.

GTX 650m for Laptops, look online. But I would suggest upgrading to a Desktop. They're alot faster and easier to upgrade.. just not as portable :P

I used to play GTA IV on a similar laptop setup, Core i3 @2.40Ghz with 3GB memory and an integrated Intel HD Graphics (768MB). I expended a lot of time working on the game optimization and getting it's best possible performance with not much lost visual experience. What you can do to gain many fps:
-Use EditIV to modify the timecyc.dat file to change the view distance: once you executed EditIV and timcyc.dat is opened (gtaiv/pc/data), go to the "Visual Effects" tab and change Misc/Far Clip to 350/400, then under that box, change Fog Start to 80/90, do this for EVERY weather and EVERY time (you can mark all). Less value = more fps but less view distance (Back up your timecyc.dat)
-Use OpenIV to remove tree textures (they REALLY demand CPU usage): Once executed, go and open pc/data/maps/props/ext_veg.img (of course back up this file if you don't like how the trees look now) and remove everything but the collision file (.col) if you don't want to go across the tree stick. Rebuild the file (file, rebuild... duhh xD)
-Use EDGE v2.6. It's a pack of optimized files that you need to replace, back up your all original ones or directly the whole folders cause they're a lot.
-Remove as much cars as you can. Use OpenIV and browse pc/models/cdimages/vehicles.img and simply delete the .wtd and .wft files from the cars you will never use or you don't like to see, rebuild the file.Then go to common/data/cargrp.dat and just delete every car name you just deleted from vehicles.img with OpenIV.
-Search "gta iv gtxd.img fps improve" on Google and get that file, replace it.
 
Ok, these are the logical ways to improve the game performance, by optimizing and sacrificing some things... Also defrag your HDD :P

Unless I'm misunderstanding your question, the difference in the two chargers you posted pictures of is simply the model year.
 
Dodge changes the body style of the Charger based on the model year, and they went to the full tail light assembly (all the way across the back) a few years ago. That tail light assembly is one of Dodge's signatures, like the cross hair grill, and the tail light style is on a lot of Dodge vehicles including the Charger, Challenger, Dart, and Durango.
 
The older body style Charger in that picture also appears to have after market tail light assemblies installed, those are not the tail lights installed from the factory.

Reinstall LCPDFR or you can repleace these files from the manually install AdvancedHook.dll, ScriptHook.dll, and dsound.dll if your not using xlive.dll. Hope it solves your problem :D
