Hypercam - Made for simple desktop recording. That's why your screen flickers in recordings.

Triple posting - You've made three posts in a row right after eachother.

There's your problem. Never save while on duty. This corrupts your savegame. Try starting a new game on a vanilla copy of GTA IV and then report back.

how do i make it all vanilla because i did that a while ago but to make it sure that i do it correct so how ?

Uninstall and delete ALL local game content including savegames then reinstall.

Savegame issue is now the most likely cause of the problem.

Never save while on duty. Try uninstalling GTA IV, delete any traces of files related to it whatsoever. Game saves, demos, anything. If you can't run GTA IV at all, never mind the mod, then you have another problem.

You don't need to uninstall the game to fix a savegame issue.

Just delete the actual save files and it'll work
