I downloaded it, installed it, logged into the game, clicked to open the mod menu, and I got a message saying that the game crashed, after which the mod menu does not start. a lot to unpack here

first:

attach ragepluginhook.log

second:

it does with with other mods and doesn't crash, you just have to install those mods correctly

third:

update ragenativeui and scripthookv

fourth:

i assume the other menu with improved clothes is EUP, make sure you install EUP law & order pack to openiv

fifth:

f4 crashing is likely because you're using the wrong SHVDN, use nightly build

attach ragepluginhook.log
