The best mod for this game in my opinion is LAPD mod by Hoppah google it if you want to get it

Got EM4 from Game, you could also try Gamestation, the usual online shops and Steam.

I removed your -1 :) You're at 0 now. Steam doesn't have EM4, afaik, just try some random online stores, Amazon might have it.
