Maybe you coulb even expand this idea to choosing your speciall job, for example as a NOOSE member; or as a helicopterpilot supporting ground-forces at pursuits or finding people in the night; or as a waterpolicemen (?) who gets speciall tasks on the rivers; or as the policechief who has to coordinate big tasks like sending enough policeofficers to a big shootout and who has to do some tactical thinking ( with a nice overview from a helicopter with personal pilot).
Probably EXTREEEEEEMLY extensive but just some suggestions :)

The problem is that the police station is the in-game lawyers office, and would need to be edited to add the lockers which could cause problems when installing.

    lol, don't worry about him.
As long as you aren't using any other programs dependant on them, you can get rid of:
    .NET framework 4
    C++ 20XX
    SQL Server
    possibly MSXML (Not sure though)

Remember to write down the names of what you are uninstalling first though.

There is no need for him to run the diagnostics tool. he isn't experiencing any problems with LCPDFR. With respect, don't stab in the dark to solve someones problems if you don't know for sure what your dealing with.

You could uninstall all the Visual C++ and then just install the ones required by LCPDFR, the links for which are below.
Be warned however, other applications may cease to function correctly such as Visual Basic Studio, which is dependant on various versions of C++.

    Required By LCPDFR
    .NET Framework 4 Extended: http://www.microsoft.com/downloads/en/details.aspx?displaylang=en&FamilyID=0a391abd-25c1-4fc0-919f-b21f31ab88b7

It is possible that another program may require them such as Visual Basic Studio for example. If you do uninstall something which turns out to be a problem. Write down the name of that particular program beforehand and reinstall it.

I take no responsibility if you do uninstall them and it causes you trouble though.

To install the mod simply download the following (If the LCPDFR installer fails download other 2 downloads)

    LCPDFR Installer
    http://www.lcpdfr.com/cops/forum/index.php/files/file/11-version-091-automatic-install/

Installing Instructions Step by Step guide

Read the introduction "Welcome to the G17 Media Setup wizard"

    Click Next

It should now say "System Compatibility" and list 3 options

".NET Framework 4: Full Profile" (Should be checked, if not download the link below)
"Visual C++ 2010 Redist" (Should be checked, if not download the link below)
"Legitimate copy of GTA IV" (Should be checked, if your using a crack no one will help you.)

Next menu should say "Choose your GTA IV Directory" (This also works in EFLC)

Click Browse (If it did not detect your location automatically)

    Click Next

Should say "What should we install?"

Check ".NET Scripthook, C++ Scripthook, dsound ASI loader"
Make sure to uncheck "Xliveless ASI Loader"

Click next & Read the two options it gives you for hardcore mode & callouts

Click next & ignore the login prompt, just click next again

You should now be seeing a screen that says "Summary" simply click NEXT and it should install... start GTA IV and press LeftALT + P
