GTA 4 Graphics Issue (Not a LCPDFR Program Issue)

I just got a new computer started playing the regular gta and have lcpdfr working and everything except my graphics are on low and will not allow me to put high graphics. I am playing on an alienware x51 computer. 

 

Processor:4th Generation Intel® Core™ i5-4460 Processor (Quad Core, 6MB Cache, up to 3.4GHz w/ Turbo Boost)

Operating System: Windows® 8.1, 64Bit, English

Video Card: NVIDIA® GeForce® GTX 745 with 4GB DDR3

are you using a commandline?

No i am not

right click in your GTA 4 Directory and go to new and go down to Text Document. After that name it commandline and open it up with notepad and post this :

-nomemrestrict 
-noprecache
-novblank
-norestrictions

Make sure you save the commandline after editing it with those and yes you should and you should be able to freely change all your in-game settings with that.

Cars require Open IV its really easy you just find the Models folder under PC and go to cdimages and find the Vehicles file and Match up the files to the Vanilla ones and remember to BACKUP YOU VANILLA GAME do it now before you replace anything. And adding scripts is easy as well if you need help just pm me.
