what program should use to get my cruiser and sirens in game.

I'd recommend using OpenIV: http://openiv.com/

Please note that, for installing sirens, you need SparkIV as OpenIV can't get to the right files.

 

EDIT tried it, it does get to the files but it refuses to replace them. instead, it puts in the replacement but saves it as a different kind of file so it won't work. I don't get why though.

ya i did use spark iv and it deleted the HORN.uvid now when i try to put it back it says (rename the or replace the file)!!!

You're not supposed to remove any files. Just click import and save. Problem right now is that OpenIV can't add new files, it only replaces them so you need to replace resident.rpf in pc>audio>sfx with the file from the backup you should've made before you started modding the game.

It works if you take out the '.ivaud' part of the file you're trying to replace.
