Seems ok, although i'm uncertain about your motherboard and graphics card.

the rest of your specs are decent. but i can't confirm if your motherboard and graphics card are good because i have little knowledge about them

I use to have a ATI Radeon 6570, but I am wondering are you using Intel, off my knowledge Intel runs better than AMD, my old XP and Vista computer were Intel based but were retail stock computers,  Intel is worth it if your worried about performance, and the game seems to runs smoothly except for the studdering but I can run Medium to High Settings with or without mods. my moboard is a Gigabyte which I probably forgot to mention.

Here's a link straight to the site for my moboard for more info on it:

I meant i have little knowledge about motherboards in general. However i can say that Intel is less resource demanding than AMD. Gigabyte is a good brand, i have had a few things from them in the past and they were good. however that motherboard is probably not the best, i had one similar to that (H61M-USB3H to be exact) and it was pretty crap for gaming. I'd stay clear from Micro-ATX boards as they're not built for much.

If you can, i'll suggest saving up to get a new motherboard, preferablly one built for gaming which will cost you couple hundred dollars. what you have now will last and you'll be able to GTA 4 with but it's not a great board. i'll recommend an MSI branded board, i recently purchased one and it is great, http://www.newegg.com/ - they have boards for cheap aswell. definitely a place to visit if you're looking to buy parts

I dont like Mirco ATX boards either, I was looking to buy a military grade Full ATX Intel Board that can support my CPU cause Intel CPU are very costly on the market, these days, and all I know is that Micro's were pretty much based for work only because they cant handle the games very well if not cooled properly and if I open my case there is a lot of heat coming off it even after it being cleaned, plus I need to find one that is compatible with PCI-E 3.0 because of my card being 3.0 the slot is only 2.0

your best bet for an upgrade, is to go onto the site i linked (newegg.com). They also do combo deals. so you could get a motherboard+CPU and it'll knock 10-20 dollars off of the price.

for an honest opinion something like this could work for you. I originally was going to get it when i upgraded my PC until i realized AMD is more demanding than Intel so i switched the board - http://www.newegg.com/Product/Product.aspx?Item=N82E16813131876

Your processor is decent, but there are much better AMD processors out there. I run the FX-8320, which is pretty good, but I'm not sure how the FX-4300 will hold up. As for the graphics card, I run the GeForce GTX 650, which is a step higher than the 640, and it runs fairly well, so I don't imagine you having very many issue with that.

Thanks for the feedback Crawford its just I am not sure with my specs because I get very little studdering on all settings from Low to High and my computer is about $821 and I am not sure what I might have to eventually upgrade on my PC and I have already spend to much money on the computer but I will do whats necessary.

your game stuttering could be due to your computer loading both the game and background programs. background programs (such as folders, documents, internet tabs etc) does make your game run slow. also your anti-virus could be making it stutter. before playing make sure things are not open, also turn off your anti-virus.. but make sure you turn it back on BEFORE using the internet.

what you have spent on your PC now is very little.. that just covers the cost of my graphics card xD but what you'll need right now is a new motherboard.. and if you want you can buy a new processor but your motherboard is what you need the most out of the two.

Well I do notice when it goes into the loading screen there's the loading screen before it loads my save game and like you can see both the loading screen and where it loads the save game and then it switches to the part the loads the save game and I never keeps background program such as folder and/or documents, etc.. open when I play it but I play with like maybe 300 -500 Megabytes of my GPU adn I know the best gaming computers out there are probably around $1,000 to 3,000 depending on whats in it, and my Antivirus is Bitdender Total Security 2015 and I just recently reinstalled Windows on my computer and my computer is totally up-to-date with everything.

try disabling your anti virus. when i used to play Batman Arkham City it used to stutter and lag in certain places, then when i disabled the Anti virus it worked perfect.

Not go off topic but I heard the way they bulit the game for PC was a really crappy setup. But I am not sure about the loading screen problem I am having it glitches between the actual loading screen and when it loads my save game and if my so called antivirus had a game profile in it do you think it would help me instead of turning it completely off?

Your going to need a new Processor and GPU for sure if you want to run it on anything higher than minimum settings. This could also mean a new PSU, depending on how well it is. You could upgrade the PSU, however, 800watts is good enough for an upgrade.

If you want a decently cheap upgrade, you should go with an FX-8350 Black Edition 8 core processoand NVIDIA GTX 760 2GB Graphics Card (GPU). The processor will work on your board, and the GPU should fit, however, you may need a different cord connector to the PSU as I am not sure if the GT 640 uses the same PSU cord, a 4-pin connector from the PSU to the graphics chip.

For the processor, you can stick with the stock cooler that comes with it, however, if you are going to overclock (which I assume you are not) then you will need a new cooler.

Hopefully that helps, and the parts will definitely allow you to run GTA IV on high, if not, max settings.

Or you could go with the FX-8320, which is pretty much the same thing as the 8350 but the clock is lower (8350 runs at 4GHz right out of the box, where as the 8320 runs at 3.5GHz out of the box) so if you get the 8320 you'll save some money. Since the clock is lower you'll be getting less heat out of it, so the PC itself should run cooler if it had the 8320 and not the 8350.

As for the graphics card, why not go with AMD? You'll save yourself a lot of money. If someone can run GTA 4 with mods and an ENB using a 6670, surely something like an R9 270 or the 270x would do just fine.

I just preferred a NVIDIA card because NVIDIA always seems to get the upperhand in gaming. It's almost like AMD vs. Intel, you know one is almost always better but if you're on a budget you get the AMD.
