Possibly, although what are the rest of your specs?

I ran a NVIDIA 750 GTX Ti on around medium with an ENB and it produced little lag. so a 760 should make gta 4 on high with ICEnhancer.. there maybe a little lag in some places.

 

But like others have said, we can't give you a definite answer because we don't know the rest of your computer hardware/specs. your graphics card maybe good but the rest of you PC could be crap, resulting in lag ans low-medium settings. we need to know your RAM,Processor,Motherboard. just giving us your GPU (graphics card) isn't enough

By the way guys, he is buying a computer. (Hes to lazy to build one I guess). We need to know the rest of his specs though, because the gpu isnt everything that affects performance

Well I purchased my first MSI Product ever which was a GTX 770 2GB OC and I got it used for about 294 bucks. It's a really good product but as everyone else has said what are your specs?

I can with an EVGA GTX 760 ACX, and an i5-3570k.

There is really nothing wrong with buying a pre-built computer. there are people who don't know how to build a computer (including myself) so they buy a pre-built computer (although i buy the parts and pay someone to build it for me).

 

You're paying extra.. but it actually works out the same amount as a DIY computer since the extra is only the cost of paying the guys who built it. if he chooses to buy a pre-built one doesn't make him lazy.

It should do, your processor and RAM would be great. mine was 2.70GHz and i had little lag with ENB so you should be able to run it on high with ENB (like i said before you might have the smallest lag.. but it should be un-noticeable).

 

i can't confirm with the motherboard aspect since i'm not that great with motherboards. also since ENB/ICEnhaancer mods do like to use power you might need to upgrade your PSU to a 750W i'm not sure with that since i don't know much about PSU's either.
